IACLEA 2023: Simply having insurance is not enough

Last year during a keynote speech at The International Association of Campus and Law Enforcement Officers and Administrators (IACLEA)’s annual conference and exposition, James Moore, senior advisor for Clery Act Compliance & Campus Safety Operations for the U.S. Department of Education, took the assembled campus safety officials to task.

“Insurance companies are tired of paying billion dollar settlements out of your public safety disasters,” said Moore. “Assessments should not become politicized.”

The message was clear: campus safety officials must focus on preventing foreseeable issues, assessing risk, and remediating vulnerabilities. Simply having insurance is not enough, and insurance companies are likely to refuse coverage if an institution isn’t prepared for an incident.

Insurance isn’t prevention

The writing is on the wall for campus safety professionals: it’s not enough to have insurance without a plan in place. In fact, you need to go beyond plans by testing your policies. No organization knows if they can handle a situation unless they test their policies and procedures.

If your college isn't doing risk assessments and remediations on your vulnerabilities, insurance may not cover you. When the data tells you that certain incidents are foreseeable and should be prepared for, you can’t ignore that information — you may create a liability.

If it’s happening on another campus, Moore pointed out, it can happen on yours.
